A Competent A Certificate of Competency is the highest operational qualification issued by the Department of Mineral Resources and Energy (DMRE) under the Mine Health and Safety Act 29 of 1996 (MHSA). It certifies that the holder is competent to be legally appointed as Mine Manager — the person ultimately responsible for all operations, health, safety and legal compliance on a South African mine.

THE SOUTH AFRICAN MINING CERTIFICATE OF COMPETENCY HIERARCHY

BLASTING CERTIFICATE

Entry-level mining competency — authorises blasting operations under supervision.

COMPETENT B — MINE OVERSEER / SHIFT SUPERVISOR

Authorises the holder to supervise a mining section or shift. Required before Competent A.

COMPETENT A — MINE MANAGER

The highest Certificate of Competency. Authorises the holder to be legally appointed as Mine Manager — the position of ultimate operational authority and responsibility on a mine.

WHAT IS A MINE MANAGER?

The Mine Manager is the person legally appointed in writing by the employer to manage and control a mine or a section of a mine. Under the MHSA this is the most legally exposed and most professionally demanding position in South African mining. The Mine Manager’s legal responsibilities include:

  • Being responsible to the employer for the health and safety of all persons at the mine
  • Ensuring that all legal appointments under the MHSA and Mining Regulations are made in writing to competent persons
  • Ensuring compliance with the MHSA, Mining Regulations, Codes of Practice and Mine Standards at all times
  • Being the interface between the mine and the DMR Inspector — including during incidents, inquiries and routine inspections
  • Personal criminal liability under Section 86 of the MHSA for contraventions that occur on the mine
  • Signing and taking responsibility for the Mine's Health and Safety Management System
  • Chairing or delegating the Health and Safety Committee and reviewing all risk assessments
  • Reporting fatalities and serious injuries to the DMR as required by Section 23 of the MHSA
  • WHO MUST HOLD A COMPETENT A?

Every mine operating in South Africa must have a legally appointed Mine Manager. That person must hold a valid Competent A Certificate of Competency applicable to the mining method and commodity. This is a non-negotiable legal requirement under the MHSA. There are no exceptions.

Legal Requirements for the Competent A Under the Mine Health and Safety Act

The Mine Health and Safety Act 29 of 1996 imposes the highest legal obligations in South African mining on the Mine Manager. These obligations — and the penalties for non-compliance — make the Competent A the most legally significant qualification in the mining industry.

SECTION 3 OF THE MHSA — THE MINE MANAGER'S DUTIES

Section 3 of the MHSA sets out the specific legal duties of the Mine Manager. These go beyond operational management — they include legal accountability for every health and safety matter on the mine, from risk assessment systems to incident notification to DMR inspectors.

SECTION 86 OF THE MHSA — CRIMINAL LIABILITY

Under Section 86 of the MHSA, any person who fails to comply with a provision of the Act is guilty of an offence and liable on conviction to a fine or imprisonment. As the legally appointed mine manager, the Competent A holder bears direct personal criminal liability for contraventions that occur on the mine under their watch.

MINING REGULATIONS — REGULATION 2.1 — APPOINTMENT OF MINE MANAGER

No mine may operate without a legally appointed Mine Manager who holds the required Certificate of Competency. A mine found to be operating without a validly appointed, qualified Mine Manager faces immediate closure, fines and criminal prosecution of the employer.

DMRE INSPECTION — WHAT INSPECTORS CHECK FOR COMPETENT A COMPLIANCE

DMR inspectors verify during every mine inspection:

  • That the Mine Manager is properly appointed in writing
  • That the Mine Manager holds a valid and current Competent A certificate
  • That the Mine Manager's certificate covers the correct mining method and commodity for that mine
  • That the Mine Manager is present and active in the management of the mine's health and safety system
  • PREREQUISITE REQUIREMENTS FOR COMPETENT A

To be eligible to write the Competent A examination a candidate must:

  • Hold a valid Competent B Certificate of Competency
  • Have accumulated substantial supervisory experience as a Mine Overseer or equivalent
  • Be in employment at a mine or have recent mining management experience
  • Submit a complete application with supporting documents to the DMRE
  • United Training Centre verifies every candidate’s eligibility before the 6-week preparation programme begins.

WHO REQUIRES COMPETENT B IN PRACTICE?

The Competent A examination is significantly more advanced and more legally demanding than the Competent B. The examination tests a mine manager-level understanding of every operational, legal and management aspect of mining. Our 6-week preparation programme covers every subject at the depth required by the DMRE.

POSITIONS UNLOCKED BY THE COMPETENT A

  • Mine Manager — the primary role, legally responsible for all mine operations
  • Mine Captain — senior operational management on large multi-section mines
  • General Manager — overall management of a mine or group of mines (usually Comp A + additional management qualifications)
  • Mine Inspector — DMRE mine inspector positions require former Mine Manager experience
  • Mining Consultant — independent technical and legal consulting for mining companies, law firms and insurers
  • Mining Company Director or Board Member (technical/operational)
  • SALARY RANGES — COMPETENT A MINE MANAGERS IN SOUTH AFRICA

The salary range for Competent A Mine Managers in South Africa is among the highest in the technical professions:

  • Mine Manager — small to mid-size mine: R80,000 — R120,000 per month

What Our Competent A Preparation Students Say

"I had been a Mine Overseer for six years on a platinum mine in the North West. I had attempted the Competent A examination twice on my own and failed the MHSA legal section both times. The legal language in the Act and the depth of understanding expected at the Mine Manager level is far beyond what is tested in the Competent B. A colleague told me about United Training Centre. The 6-week programme was the most intensive study I have ever done. The facilitators — all former Mine Managers themselves — taught the MHSA the way a Mine Manager must understand it, not the way a student reads it. The case studies from real mining incidents brought every section of the Act to life. They handled my DMRE application and I had a confirmed exam date before week five was finished. I passed the Competent A on my first attempt at United Training Centre. I was appointed Mine Manager three months later. My monthly income went from R48,000 to R115,000. This course changed everything."

Competent A Certificate South Africa — Frequently Asked Questions

A Competent A is the highest Certificate of Competency issued by the DMRE under the Mine Health and Safety Act 29 of 1996. It certifies that the holder is competent to be legally appointed as Mine Manager — the most senior operational position on a South African mine. The Mine Manager is legally responsible for all operations, health, safety and legal compliance on the mine under the MHSA.
Competent B qualifies the holder to be appointed as a Mine Overseer or Shift Supervisor — a shift-level supervisory position. Competent A qualifies the holder to be appointed as Mine Manager — the most senior operational role on the mine. Competent B is a legal prerequisite for Competent A. You cannot apply for the Competent A examination without first holding a valid Competent B and the required supervisory experience.
Yes. Under the Mine Health and Safety Act 29 of 1996 and the Mining Regulations, every mine operating in South Africa must have a legally appointed Mine Manager who holds a valid Competent A Certificate of Competency. A mine found to be operating without a qualified Mine Manager faces immediate closure, fines and criminal prosecution. There are no exceptions.
To write the Competent A examination you must hold a valid Competent B Certificate of Competency, have substantial experience as a Mine Overseer or equivalent supervisory role, be employed at a mine or have recent mine management experience, and submit a completed application with detailed employment history to the DMRE. United Training Centre verifies every candidate’s eligibility before the preparation programme begins.
The Competent A examination covers: the Mine Health and Safety Act 29 of 1996 at Mine Manager level (including criminal liability under Section 86), mine operations and management, advanced strata control and rock engineering, mine ventilation management, explosives management, electrical and mechanical safety at management level, occupational health management, and mine health and safety management systems including audit, review and incident investigation at Mine Manager level.
The Competent A exam is booked at the nearest DMRE regional office. You must submit your valid Competent B certificate, detailed employment history from your employer, completed application form and your South African ID. United Training Centre handles the full DMRE application and booking process for all enrolled Competent A candidates as part of the preparation programme.
United Training Centre’s Competent A preparation programme runs for 6 weeks. This is longer than the Competent B preparation because the MHSA legal framework must be understood at Mine Manager level — a significantly deeper and more applied understanding than Competent B requires. The programme covers all examination subjects, full mock examinations and complete DMRE booking assistance.
United Training Centre’s 6-week Competent A preparation programme costs R15,000. This includes all advanced study materials, the MHSA and Mining Regulations reference pack, full sets of previous DMRE Competent A examination papers, five full mock examinations, individual gap analysis, DMRE exam booking assistance and free accommodation for students from outside the training area. The DMRE examination fee is payable separately.
Mine Managers in South Africa are among the highest-paid professionals in the country. A Mine Manager on a small to mid-size mine earns R80,000 to R120,000 per month. A Mine Manager on a major production mine earns R120,000 to R180,000 per month. General Managers overseeing multiple mines earn R180,000 to R280,000 or more per month. The Competent A certificate is the qualification that unlocks every one of these positions.
Under Section 86 of the Mine Health and Safety Act 29 of 1996, any person who fails to comply with a provision of the Act is guilty of an offence and liable on conviction to a fine or imprisonment. As the legally appointed Mine Manager, the Competent A holder bears direct personal criminal liability for contraventions that occur on the mine. Understanding this liability and how to manage it legally is a core focus of the Competent A preparation programme at United Training Centre.

The DMRE requires candidates to demonstrate relevant supervisory experience before allowing the Competent A examination. Simply holding a Competent B certificate is not sufficient — you must have served as a Mine Overseer or in an equivalent supervisory role. The exact experience requirements depend on the DMRE regional office. Contact United Training Centre on +27 81 795 8133 and we will assess your eligibility based on your specific experience before you enroll.

The Competent A examination is based on the Mine Health and Safety Act which applies to all mines in South Africa. However, the certificate is typically applicable to the mining method and commodity relevant to the candidate’s experience — hard rock (gold, platinum, base metals) or coal. Candidates must ensure their application and examination reflect the correct mining type. United Training Centre’s facilitators have experience across multiple mining commodities and ensure your preparation aligns with your specific mine type.

Yes. United Training Centre provides free accommodation for Competent A preparation students at all 5 branches — Nelspruit, Germiston, Witbank, Polokwane and Rustenburg. The 6-week programme demands total focus — free accommodation removes every logistical distraction. Contact us on +27 81 795 8133 when enrolling to arrange your accommodation for the full 6 weeks.
